SINGAPORE: Pakistan’s largest refiner Cnergyico expects to boost fuel oil exports by 35 percent to 40 percent during the fiscal year ending June 2026 as high taxes have cut into domestic sales, its vice chairman said.

Pakistan levied additional taxes of about 40 percent on domestic sales of fuel oil in June, on top of a consumption tax of 18 percent, effectively shutting its refiners out of the domestic market.

The company has exported 80,000 tons, or 95 percent of its production, from July to date, versus 55 percent in the last fiscal year that ended in June, Usama Qureshi told Reuters on the sidelines of the APPEC conference.

Sales of fuel oil, mainly used by ships, typically make up 10 percent to 15 percent of the refiner’s annual revenue.

Cnergyico exported 247,000 metric tons (1.57 million barrels) in the fiscal year ended June, and an increase of 35 percent to 40 percent would boost annual exports to 333,000 tons to 346,000 tons.

Pakistan’s fuel oil exports jumped to an all-time high of 242,000 tons in August, data from analytics firm Kpler showed.

Cnergyico is upgrading its refinery complex to reduce fuel oil production and boost fuel sales to the domestic market, in line with Pakistan’s policy guidelines to upgrade refineries to produce cleaner fuels, Qureshi said in an interview.

“We will be importing more sweet crude and upgrading the refinery to produce cleaner diesel and gasoline, and also plan to set up fuel oil cracking facilities to boost gasoline production,” Qureshi added.

Cnergyico mainly imports so-called sour crude, with high sulfur content, from the Middle East, and booked Pakistan’s first-ever purchase of US crude last month.

US crude grades typically contain low levels of sulfur, and produce less fuel oil when refined.

Domestic sales of fuel oil are typically more profitable, while export revenue depends on fuel oil cracks, Qureshi said.

The company sold fuel oil to traders who exported it to destinations such as southern Europe, Singapore and the United Arab Emirates.

Pakistan has a significant fuel oil-based power generation capacity, but utilization has plunged this decade, due to lower power demand, higher solar adoption and increased generation from other clean energy sources such as nuclear.

PESHAWAR: Three policemen were injured in an improvised explosive device (IED) blast that targeted a police convoy in Pakistan’s northwestern Khyber Pakhtunkhwa (KP) province, police said on Sunday.

The attack took place in the Hangu district of KP, which borders Afghanistan and has witnessed a surge in militancy in recent years. No group immediately claimed responsibility for the attack.

In a statement issued from his office, KP Chief Minister Sohail Afridi directed authorities provide immediate and best medical assistance to policemen injured in the bomb attack.

“Those involved in cowardly attacks will be brought to justice,” he promised, seeking a detailed report into the incident from the provincial police chief. “We pay tribute to the courage and dutifulness of police personnel.”

The chief minister directed authorities further tighten security measures in the province and keep a close watch on suspicious elements.

KP has witnessed a surge in militancy since a fragile truce between the Pakistani Taliban, or the Tehreek-e-Taliban Pakistan (TTP), and the state broke down in November 2022.

The TTP and other militant groups have since mounted their attacks against security forces, besides targeted killings and kidnappings of law enforcers and government officials, in recent months.

Islamabad has frequently accused neighboring Afghanistan of sheltering anti-Pakistan groups which launch cross-border attacks. Afghan officials deny allowing the use of their soil against any country.

The two countries last month engaged in fierce fighting along their 2,600-kilometer-long border over the surge in attacks, leaving dozens of people dead on both sides, before they reached a ceasefire in Doha, Qatar on Oct. 19. The two sides will meet again on Nov. 6 to discuss a mechanism to keep in check militant groups operation in border areas.

Earlier in the day, a police constable was killed while two others were injured as explosives detonated inside a Counter Terrorism Department (CTD) police station in KP’s provincial capital of Peshawar, a police official said.

“Initially, after verification, we can say that some stored explosive material which was present inside the storeroom of the police station has exploded,” Capital City Police Officer (CCPO) Dr. Mian Saeed told reporters.

SRIHARIKOTA, India: India launched its heaviest ever communication satellite on Sunday, the latest step in the country’s ambitious space program. 

The CMS-03 satellite blasted off from Sriharikota in the southern state of Andhra Pradesh at 5:26 p.m. (1156 GMT).

“Our space sector continues to make us proud!” said Prime Minister Narendra Modi, who wants to send an Indian astronaut to the Moon by 2040.

Weighing about 4,410 kilograms (9,722 pounds), it is “the heaviest communication satellite” launched in the country, the Indian Space Research Organization said Thursday.

The Indian Navy said the satellite would help “secure communication links between ships, aircraft, submarines.”

The CMS-03 satellite was sent into orbit from the towering 43.5 meter (143 foot) tall LVM3-M5 launch vehicle.

It is an upgraded version of the rocket that launched India’s unmanned craft that landed on the Moon in August 2023.

Only Russia, the United States and China have previously achieved a controlled landing on the lunar surface.

The country has flexed its spacefaring ambitions in the last decade, with its space program growing considerably in size and momentum.

Shubhanshu Shukla, a test pilot with the Indian Air Force, this year became the second Indian to travel to space and the first to reach the International Space Station — a key step toward India’s own crewed mission planned for 2027.

ISLAMABAD: Pakistan’s most populous Punjab province on Sunday extended a ban on the gathering of four or more persons by another seven days till Nov. 9, the provincial home department said, in a bid to maintain law and order and public peace.

The ban was initially imposed on Oct. 8 amid violent protests by the Tehreek-e-Labbaik Pakistan (TLP) religio-political party, and has since been extended multiple times.

TLP supporters had clashed with police on the outskirts of Lahore on their way to Islamabad. The clashes had killed five people, including two policemen, and injured more than 100 others.

The party said its march toward Islamabad was for peaceful purposes, but the violent protests prompted the Pakistani government to declare the TLP as a proscribed organization.

“Home Department, Government of the Punjab, vide Order of even number dated October 25, 2025 imposed following restrictions under Section 144 of the Code of Criminal Procedure, 1898, across the entire Province,” the Punjab home department said in a notification on Sunday, adding that the restrictions have been extended by another seven days.

“A complete ban on the assembly, gathering, procession, or sit-in of four (04) or more persons in any public place, street, road, or open space.”

It said it had reviewed latest reports and threat assessments shared by law enforcement and intelligence agencies, and it was evident that the “threat perception to public peace, tranquility, and law and order has not abated.”

Other restrictions include a ban on the carrying, display of all kinds of weapons, both licensed and unlicensed, in public places; the of loudspeakers or other sound amplifying devices for provocative, sectarian or inflammatory content, other than the conventional use for prayer calls sermons at mosques; and publishing, disseminating, or displaying of any provocative, hateful, or sectarian material that may incite public sentiment or disturb inter-faith and sectarian harmony.

“The continuance of the restrictions is deemed essential to prevent any potential disturbance to public order, sectarian strife, or commission of any offense, and to ensure the safety and security of the lives and property of the general public,” the home department said.

ISLAMABAD: Pakistan President Asif Ali Zardari will attend the second World Summit for Social Development in Doha on November 4–6 being held under the auspices of the United Nations General Assembly, Pakistan’s Press Information Department (PID) said on Sunday.

The summit will bring together world leaders and policymakers to discuss ways of advancing social development, promoting decent work and employment opportunities as well as strengthening inclusive safety nets.

The president will hold important meetings with global and regional leaders, including the leadership of Qatar, as well as heads of major multilateral forums such as the UN and other international organizations.

“President Zardari will underscore Pakistan’s commitment to inclusive growth and social protection,” the PID said in a statement. “Pakistan’s readiness to pilot a Doha-aligned Social Protection and Jobs Compact (2026–28) aimed at expanding coverage to informal workers, persons with disabilities, and children, while promoting decent work and green employment, will also be highlighted.”

The Social Protection and Jobs Compact initiative aligns Pakistan’s national plans with the Doha Political Declaration and global commitments on social protection and financing for development.

President Zardari will underline Pakistan’s intent to work closely with development partners and multilateral institutions to mobilize financing for social protection and green employment through mechanisms such as the SDG Stimulus, debt-for-social or climate swaps, and South–South cooperation under China’s Global Development Initiative, according to the PID.

“Zardari will also reaffirm Pakistan’s commitment to translating the outcomes of the Doha Summit into concrete actions that strengthen social protection systems and support sustainable, inclusive economic growth,” it added.

ISLAMABAD: Pakistani deputy prime minister and foreign minister, Ishaq Dar, will call for full implementation of Israel-Hamas ceasefire in Gaza at a meeting of Arab-Islamic foreign ministers in Istanbul on Monday, the Pakistani foreign ministry said.

Foreign Minister Hakan Fidan this week said that the Istanbul meeting would discuss the US peace plan for Gaza and “what we can achieve together in the next stage.”

Ministers from Egypt, Indonesia, Jordan, Pakistan, Qatar, ֱ and the UAE, which met President Donald Trump on Sept. 23, have all been invited to the meeting.

On the invitation of the Turkish foreign minister, Dar will undertake a one-day visit to Istanbul on Monday to attend the coordination meeting of the Arab-Islamic FMs.

“Pakistan will emphasize the need for the full implementation of the ceasefire agreement, the complete Israeli withdrawal from the Occupied Palestinian Territory, especially Gaza, as well as the provision of unfettered humanitarian assistance to the Palestinians and the reconstruction of Gaza,” the Pakistani foreign ministry said.

“Pakistan will also reiterate the need for collective efforts aimed at achieving an independent, viable, and contiguous State of Palestine, with Al-Quds Al-Sharif as its capital, based on pre-1967 borders, in accordance with relevant UN resolutions and the Arab Peace Initiative.”

Turkish FM Fidan said on Friday there were a number of issues that needed to be addressed at the meeting.

“What are the obstacles to its (ceasefire) implementation? What are the challenges to be faced? What are the next steps? What will we be discussing with our Western friends? And what support is there for the ongoing talks with the United States?” he said.

Fidan accused Israeli Prime Minister Benjamin Netanyahu of “looking for a pretext to violate the ceasefire [in Gaza] and relaunch the genocide under the eyes of the whole world.”

The statement came after Israel launched strikes on Gaza and killed several people this week in the latest test of the fragile ceasefire deal brokered by President Trump.

The US-backed ceasefire agreement went into effect on October 10, halting two years of war that was triggered by deadly Hamas-led attacks on Israel on October 7, 2023, and that has devastated the narrow coastal strip.

Pakistan reassured its support for all efforts to restore peace in Gaza.

“Pakistan has been, and will continue to be, committed to efforts to restore peace, justice, and dignity to the Palestinian people, as well as to ensure the realization of their right to self-determination,” its foreign ministry added.
