DUBAI: French Foreign Minister Jean-No毛l Barrot voiced support on Tuesday for a joint appeal made with 海角直播 at the United Nations for the release of hostages, the disarmament of Hamas, and its exclusion from any future role in governing a Palestinian state.

Warning that any expansion of Israeli military operations into Gaza City and the Al-Mawasi area would be 鈥渁 recipe for disaster,鈥 the minister said such a move would cause more civilian casualties, endanger hostages, and risk turning the conflict into a war without end.聽

On Sunday, Israeli Prime Minister Benjamin Netanyahu laid out his vision of victory in Gaza following 22 months of war - with the military ordered to attack the last remaining Hamas strongholds in Gaza City and the central camps further south.

With a pre-war population of some 760,000, according to official figures, Gaza City was the biggest of any municipal area in the Palestinian territories.

The Barrot called for a permanent ceasefire, the protection of civilians, and the large-scale delivery of humanitarian aid, while proposing a temporary international stabilization mission under a UN mandate to lay the groundwork for lasting peace.

The Security Council should mandate this mission, the minister said, adding that work with international partners had already begun.聽

鈥淚t鈥檚 the only credible way of ending permanent war and building peace and stability in the region. Let鈥檚 not waste any time,鈥 he said.

JERUSALEM: Israel鈥檚 defense minister on Tuesday reprimanded the country鈥檚 military chief over appointments made without his approval, as tensions simmered between the military and the executive ahead of a planned expansion of the war in Gaza.
A statement from the defense minister Israel Katz鈥檚 ministry said that deliberations conducted by chief of staff Lt. Gen. Eyal Zamir on military appointments 鈥渢ook place... without prior coordination or agreement鈥 with the minister.
The statement added that this was 鈥渋n violation of accepted procedure鈥 and that Katz therefore 鈥渄oes not intend to discuss or approve any of the appointments or names that were published.鈥
In an army statement published shortly afterwards, Zamir responded that he was 鈥渢he sole authority authorized to appoint officers from the rank of colonel upwards.鈥
鈥淭he chief of staff makes the appointment decisions 鈥 after which the appointment is brought to the minister for approval,鈥 the statement added.
Tensions have been simmering for two weeks between the chief of staff and Prime Minister Benjamin Netanyahu鈥檚 government over the next steps in the military operation in Gaza, aimed at freeing the remaining hostages and defeating Hamas.
Israeli media reported that Zamir was opposed to a plan approved by the security cabinet on Friday to take control of all of densely populated Gaza City.

The Israeli army controls around 75 percent of the Palestinian territory which has been devastated by 22 months of war.

Katz meanwhile said that the army chief could 鈥渆xpress his views,鈥 but that the military would ultimately have to 鈥渆xecute鈥 any government decisions on Gaza.

STRASBOURG, France: The Council of Europe urged its member states on Tuesday to halt deliveries of weapons to Israel if they could be used for human rights violations.
Michael O鈥橣laherty, the Council鈥檚 commissioner for human rights, said member states should do 鈥渢heir utmost to prevent and address violations of international human rights鈥 in the conflict.
鈥淭his includes applying existing legal standards to ensure that arms transfers are not authorized where there is a risk that they may be used to commit human rights violations,鈥 he said, in a statement.
It was also 鈥渆ssential to intensify efforts to provide relief to those affected by the conflict, by supporting efforts to ensure unhindered access for humanitarian assistance and by pressing for the immediate release of hostages,鈥 O鈥橣laherty said.
The call by the Council 鈥 a human rights organization representing 46 states 鈥 comes shortly after Germany said it would halt delivery to Israel of some weapons that could be used in Gaza as part of Israeli plans to take control of Gaza City.
O鈥橣laherty said the Council had taken note of this and other government initiatives, and also of contributions by some national human rights structures in raising awareness.
鈥淗owever, more needs to be done, and quickly,鈥 he said.
Several world leaders have condemned Israel鈥檚 decision to widen the Gaza war.
But Prime Minister Benjamin Netanyahu said Sunday that the plan to target the remaining Hamas strongholds in Gaza was 鈥渢he best way to end the war.鈥

LONDON: The Elders group of international stateswomen and statesmen for the first time on Tuesday called the situation in Gaza an 鈥渦nfolding genocide,鈥 saying that Israel鈥檚 obstruction of aid was causing a 鈥渇amine.鈥
鈥淭oday we express our shock and outrage at Israel鈥檚 deliberate obstruction of the entry of life-saving humanitarian aid into Gaza,鈥 the non-governmental group of public figures, founded by former South Africa president Nelson Mandela in 2007, said in a statement after delegates visited border crossings in Egypt.
鈥淲hat we saw and heard underlines our personal conviction that there is not only an unfolding, human-caused famine in Gaza. There is an unfolding genocide,鈥 it added.
Helen Clark, former prime minister of New Zealand, called on Israel to open the Rafah border crossing between Egypt and Gaza so aid could be delivered, after visiting the site.
鈥淢any new mothers are unable to feed themselves or their newborn babies adequately, and the health system is collapsing,鈥 she said.
鈥淎ll of this threatens the very survival of an entire generation.鈥
Clark was joined by Mary Robinson, former president of Ireland and former UN High Commissioner for Human Rights, on the visit.
She said that international leaders 鈥渉ave the power and the legal obligation to apply measures to pressure this Israeli government to end its atrocity crimes.鈥

They urged Israel and Hamas to agree a ceasefire and for the immediate release of remaining Israeli hostages being held in Gaza.
The London-based group also called for the 鈥渞ecognition of the State of Palestine,鈥 but added 鈥渢his will not halt the unfolding genocide and famine in Gaza.鈥
鈥淭ransfers of arms and weapons components to Israel must be suspended immediately,鈥 it added, saying Prime Minister Benjamin Netanyahu should be sanctioned.
Israel has faced mounting criticism over the 22-month-long war with Hamas, with United Nations-backed experts warning of widespread famine unfolding in besieged Gaza.
Netanyahu is under mounting pressure to secure the release of the remaining hostages, as well as over his plans to expand the war, which he has vowed to do with or without the backing of Israel鈥檚 allies.
Hamas鈥檚 2023 attack on Israel, which triggered the war, resulted in the deaths of 1,219 people, according to an AFP tally based on official figures.
Israel鈥檚 offensive has killed at least 61,499 Palestinians, according to the health ministry in Hamas-run Gaza, whose toll the UN considers reliable.

GENEVA: The UN health agency on Tuesday said Israel should let it stock medical supplies to deal with a 鈥渃atastrophic鈥 health situation in Gaza before it seizes control of Gaza City.
Israel has said its military would 鈥渢ake control鈥 of Gaza City in a plan approved by Prime Minister Benjamin Netanyahu鈥檚 security cabinet that sparked a wave of global criticism.
鈥淲e want to stock up, and we all hear about 鈥榤ore humanitarian supplies are allowed in鈥 鈥 well it鈥檚 not happening yet, or it鈥檚 happening at a way too low a pace,鈥 said Rik Peeperkorn, the World Health Organization鈥檚 representative in the Palestinian territories.
Fifty-two percent of medicines were running at zero stock, Peeperkorn said, speaking from Jerusalem.
UN agencies warned last month that famine was unfolding in Gaza, with Israel severely restricting aid entry.
Peeperkorn said the WHO was able to bring in fewer supplies than it wanted 鈥渄ue to the cumbersome procedures鈥 and products 鈥渟till denied鈥 entry 鈥 a topic of constant negotiation with the Israeli authorities.
鈥淲e want to as quickly stock up hospitals... following the news 鈥 the whole discussion about an incursion in Gaza,鈥 he said.
鈥淲e currently cannot do that... We need to be able to get all essential medicines and medical supplies in.鈥
Peeperkorn said only 50 percent of hospitals and 38 percent of primary health care centers were functioning, and that too partially.
Bed occupancy has reached 240 percent capacity in the Al-Shifa hospital and 300 percent Al-Ahli Hospital in northern Gaza.
鈥淭he overall health situation remains catastrophic,鈥 he said. 鈥淗unger and malnutrition continue to ravage Gaza.鈥
Peeperkorn said 148 people died from the effects of malnutrition this year, citing August 5 as the cut-off date.
Nearly 12,000 children aged under five were identified to be suffering from acute malnutrition in July 鈥 the highest monthly figure recorded to date in Gaza, Peeperkorn said.
These include 2,562 children suffering from severe acute malnutrition, of whom 40 were hospitalized at stabilization centers.

DUBAI: A Syrian soldier was killed in clashes between government forces and the Kurdish-led Syrian Democratic Forces in Aleppo, the Syrian state news agency said on Tuesday.
Relations between the Syrian government and the Kurdish-led Syrian Democratic Forces (SDF) remain caught between cautious cooperation and persistent mistrust.

In March, Syria鈥檚 interim President Ahmed Al-Sharaa and SDF commander Mazloum Abdi signed a landmark deal to fold the SDF鈥檚 civilian and military structures鈥 along with its control over checkpoints, airports, and oilfields鈥 into state institutions, while guaranteeing Kurdish political rights and citizenship.

The agreement, hailed as a step toward national reconciliation, has since stalled, with Damascus recently pulling out of planned Paris talks, claiming the forum鈥檚 scope exceeded its mandate.

Yet dialogue continues, with a new SDF delegation arriving in the capital this week to push for implementation. On the ground, however, tensions simmer, as each side accuses the other of ceasefire violations and cross-border attacks in northern Syria.
