RIYADH: Hundreds of members of the humanitarian community are in the Kingdom鈥檚 capital for the Fourth Riyadh International Humanitarian Forum as 海角直播 strives connect relevant bodies to improve access and funding.

Speaking to Arab News, Thomas Fletcher, UN under-secretary-general for humanitarian affairs and emergency relief coordinator said that the biggest challenges in providing life-saving aid worldwide are the lack of funding, lack of access and, an often sidelined factor: lack of efficiency.

鈥淭here is too much duplication, too much bureaucracy, too much waste,鈥 he said. 鈥淲e agreed last week at the IASC (Inter-Agency Standing Committee) that we need to cut through all of that 鈥 Yes, we need more money, but we also need to spend the money that we have more effectively.鈥

Attending the conference in Riyadh to connect with the humanitarian community and drive the movement鈥檚 future operations, Fletcher was a part of the World Health Organization 2025 Emergency Appeal launched on Monday.

The appeal was launched during a panel session attended by Dr. Abdullah Al-Rabeeah, adviser to the royal court and general supervisor of the Saudi aid agency KSrelief, WHO director-general Dr. Tedros Ghebreyesus Adhanom, and members of other international humanitarian parties.

Another big focal point of the conference was on the eradication of polio, as 海角直播 has confirmed $500 million to the Global Polio Eradication Initiative, an agreement that will allow the initiative and its partners to help provide 370 million children with polio vaccines and permanently eliminate the disease.

Fletcher said that the Kingdom is an exporter of ideas as well as engagement and action on the ground: 鈥淵ou can see by the number of UN agencies who鈥檝e come, the importance of their individual partnerships and that collective partnership for the UN family with 海角直播.

鈥淜Srelief has been around 10 years now and their funding will have saved millions of lives in that time 鈥 but it鈥檚 not just about the money, it鈥檚 about the partnership. It鈥檚 about actually sharing ideas and innovations and experience and a knowledge of the region as well.鈥

Dr. Sania Nishtar, chief executive officer of Gavi, the Vaccine Alliance, an international public-private partnership providing access to vaccinations for low-income countries, was also part of the polio eradication initiative.

In addition to supporting international health systems and strengthening governments鈥 ability to inject vaccinations, Gavi works to provide childhood and adult vaccines as well as provide vaccines during public health emergencies and pandemics.

鈥淥ver a period of time we are increasingly finding ourselves in situations 鈥 in geographies, where there are humanitarian situations in contexts that are fragile,鈥 she told Arab News. 鈥淎nd those contexts are fragile because of armed conflict, because of natural disasters, because of internal migrations. And increasingly we find our scope of work cross cutting with humanitarian operations.鈥

Gavi has recently incorporated new standard operating procedures to deal with humanitarian situations, and the conference in Riyadh opens doors to furthering those operations through fruitful partnerships.

Nishtar said that the alliance has approached the Saudi government to partner with them for their 6.0 Strategy.

The 6.0 Strategy is Gavi鈥檚 next operational plan expected to be in order from 2026 to 2030. It will double down efforts to reach more people and tackle diseases quicker than ever before.

鈥淭hat is a very important period because the (UN) Millenium Development Goals also sunset during that time,鈥 Nishtar said.

Fletcher said that the UN Office for the Coordination of Humanitarian Affairs must remain neutral and independent among geopolitical boundaries to provide unfiltered aid for those in need.

鈥淚t doesn鈥檛 mean we don鈥檛 pick a side, it means we pick the side of the people that we鈥檙e there to serve 鈥 we can鈥檛 be pushed around by governments no matter how rich they are.鈥

Delivering aid in conflict zones is a unique challenge; with the ceasefire in effect in Gaza, OCHA has been able to deliver more than 20,000 aid trucks in one month and provide food to 2 million people.

If the ceasefire collapses, however, as Fletcher noted it was 鈥渉anging by a thread,鈥 then OCHA鈥檚 ability to provide aid at that scale will collapse as well.

Nishtar added that Gavi has recently made $20 million available for the procurement of vaccines and their administration in Gaza.

According to Fletcher, the new caretaker administration in the Syrian Arab Republic under Ahmed Al-Sharaa has been removing obstacles previously placed by the Assad regime.

There is a big opportunity in Syria, he said, but from food to electricity and more, the needs are massive.

鈥淲e鈥檝e got to clear all that unexploded ordnance. We鈥檝e got to help people return to their homes, start to rebuild their lives, their communities. It鈥檚 a moment of fragile hope,鈥 he said.

As a humanitarian, Fletcher said that he does not believe sanctions should get in the way of any aid delivery.

The OCHA team is also helping those displaced in Ukraine and providing food and shelter to those fleeing the conflict.

Nishtar said that the biggest challenge Gavi faces in areas of conflict is that the conventional modalities of operation become inadequate.

For Gavi鈥檚 Zero Dose Program鈥檚 current work in Africa, for example, the International Rescue Committee has partnered with them in 11 countries to provide access to children who have never received a single dose of vaccines.

鈥淪o, it鈥檚 both the policy side, the institutional framework, the human resource side, the norms, the funding arrangements, and the execution partners that comprise our new approach to dealing with conflict and fragile settings,鈥 she said.

On how climate change and climate-induced food insecurities affect their operations, Fletcher said that it is continually seen that the climate crisis overlaps with existing inequality, poverty, conflict, and political fragility, creating a 鈥減erfect storm鈥 of humanitarian crises.

鈥淚 think the risk at the moment is that some governments want us to stop talking about climate change, but climate change isn鈥檛 going to go away just because of a few elections. For every degree the climate heats up, a billion people will be displaced,鈥 he said.

Climate change also plays a role in the re-emergence of diseases once thought to be minimized or eradicated, such as dengue in many parts of Latin America, malaria, and yellow fever, Nishtar said.

Vectors, the insects that carry certain diseases, start to behave differently with changing temperatures.

鈥淲ith climate change, you have a number of different catastrophes, there are droughts and floods, and these situations bring additional challenges in their wake,鈥 she said. 鈥淚 come from Pakistan where there have been massive floods in the last 10 years and every time there鈥檚 a flood, you know, there鈥檚 a cholera outbreak and there鈥檚 a typhoid outbreak.鈥

Due to the cyclical nature of humanitarian crises constantly giving birth to one another, one of the toughest parts of the job is ruthless prioritization, Fletcher said.

OCHA launched an annual global humanitarian overview where it identifies the present global trends in humanitarian needs and crises.

Their 2024 overview identified 300 million people in dire need of help, out of which 190 million had to be prioritized for action should funding, in the amount of $47 billion, come through.

鈥淵emen, Syria, occupied Palestinian territory, Sudan, Democratic Republic of Congo are all right up there on that list,鈥 Fletcher said.

Last year, US funding accounted for about 40 percent of the contributions received for the UN-coordinated global humanitarian appeal, so the pause in the US and other nations鈥 funding has created a difficult monetary environment.

鈥淎lmost half of our campaigns are currently funded by the US government. So, to lose that support would be really a huge setback for our work with the world鈥檚 poorest people.鈥

ISLAMABAD: Saudi oil marketing company Wafi Energy has donated 5,000 liters of petrol to Pakistan鈥檚 National Disaster Management Authority (NDMA) to support ongoing relief operations, its chief executive said on Thursday, as monsoon floods continue to devastate large parts of the country.

The contribution, made at a ceremony hosted at the Saudi Embassy in Islamabad, comes as part of wider Saudi efforts to assist Pakistan. Riyadh鈥檚 King Salman Humanitarian Aid and Relief Center (KSrelief) has already provided food, shelter and other items for more than 200,000 victims across the Punjab and Khyber Pakhtunkhwa provinces and the northern Gilgit-Baltistan region.

Since late June, heavy monsoon rains and flash floods have killed more than 929 people and affected over 4 million nationwide, according to NDMA figures.

鈥淭oday we are contributing 5,000 liters of petrol to NDMA, before that we have contributed two separate tranches of fuel,鈥 Zubair Shaikh, CEO of Wafi Energy Pakistan, told Arab News after the ceremony. 鈥淲e plan to do relief item support for the affected communities.鈥

Wafi Energy, which acquired an 87.78% stake in Shell Pakistan Limited last year, operates more than 600 fueling stations and nationwide oil terminals. The company, now rebranded from Shell Pakistan, markets petroleum products, CNG and lubricants across the country.

Fuel supplies are critical during disaster response, enabling the NDMA to run rescue boats, transport relief goods to cut-off communities, power generators at relief camps and keep emergency vehicles operating in flood-hit areas.

Shaikh said Wafi Energy was committed to sustaining its contribution beyond fuel deliveries also.

鈥淭his is part of our values. So, this is a small contribution as part of NDMA, which we are doing as part of fuel contribution,鈥 he said.

鈥淲e will keep on supporting the community in the rain-affected area and make sure we give them the livelihood in the next few months so that this contribution doesn鈥檛 end here.鈥 

海角直播鈥檚 Ambassador to Pakistan Nawaf bin Said Al-Malki welcomed the Wafi initiative and urged other firms to follow suit.

鈥淚 think this initiative is very important for all the companies which are investing here in Pakistan,鈥 he told Arab News, adding that many parts of Pakistan remained badly affected and people were in urgent need of food, shelter and other items.

The envoy also underlined 海角直播鈥檚 government-level support through KSrelief, pledging that the Kingdom would continue to stand by Pakistan.

鈥淭he kingdom is here to stand with Pakistan, to support Pakistan in the critical situations.鈥

DUBAI: The King Salman Humanitarian Aid and Relief Center (KSrelief) has launched two new initiatives in Yemen aimed at strengthening health care and education as part of 海角直播鈥檚 ongoing humanitarian support, according to the Saudi Press Agency (SPA). 
In Aden Governorate, KSrelief inaugurated the Saudi Noor Volunteer Project, which runs from September 7 to 14 and provides advanced eye surgeries for low-income patients.
According to SPA, a volunteer medical team of six specialists has already successfully performed 22 retinal surgeries, 10 strabismus (crossed-eye) corrections, five glaucoma operations, and four orbital procedures, along with 98 retinal injections, 80 laser treatments and 19 minor interventions. 
Meanwhile, in the Hadramout governorate, KSrelief delivered 28 alternative classrooms across the districts of Thamud, Ramah and rural Mukalla. The initiative coincides with the start of the 2025鈥2026 academic year and aims to reduce overcrowding, keep children in school and ensure access to quality education.

RIYADH: The King Salman Humanitarian Aid and Relief Center (KSrelief) handed out much-needed food supplies in Afghanistan and Somalia as part of 海角直播鈥檚 ongoing humanitarian efforts.

In Afghanistan, 797 boxes containing basic food needs were distributed to benefit 4,782 Afghans housed at the Omari camp at the Torkham border crossing in Nangarhar Province. They are temporarily being accommodated there upon their return from Pakistan.

In Somalia, 1,300 food boxes were given to vulnerable families in Baidoa as part of 海角直播鈥檚 Food Security Support Project for the country.

Meanwhile, Ahmed bin Ali Al-Baiz, KSrelief鈥檚 Assistant Supervisor-General, earlier met with Mauritanian Ambassador to 海角直播 Mokhtar Ould Dahi where they discussed humanitarian and relief affairs, and ways to further enhance them.

A KSrelief team also participated in a donor delegation from the Lives and Livelihoods Fund on a field visit to a project supporting maternal, newborn, and child health services in Tajikistan鈥檚 Khatlon Province, SPA reported.

They inspected the new medical equipment and patient wards, where improvements have raised antenatal care coverage from 50 percent to 70 percent and supported more than 1,500 safe deliveries.

The two officials explored ways to enhance Saudi-Russian bilateral relations and also discussed the latest regional and international developments, and efforts made to address them, state news agency SPA reported

The Sochi dialogue is an important platform for strengthening relations between the two sides and exchanging views on regional and international issues of common interest, including threats to regional and global security, according to GCC Secretary General Jasem Mohamed Albudaiwi.

The meeting comes amid circumstances marked by numerous crises facing the region and the world, including political and security challenges that affect security and stability, Albudaiwi said, in a report from SPA.

He emphasized that GCC nations鈥 belief that that the optimal way to resolve all conflicts and disputes is through negotiations and peaceful, diplomatic means, prioritizing dialogue and respecting the rule of law particularly those that align with international laws that ensure the preservation of security and stability and the achievement of greater prosperity and development.

The GCC foreign ministers and Russian foreign affairs minister Sergey Lavrov earlier issued a jointed statement strongly condemning the Israeli attack against Qatar.

In their statement, the ministers considered the 鈥渁ttack a flagrant violation of international laws and norms, a blatant assault on the sovereignty of the State of Qatar, and a deliberate undermining of diplomatic efforts aimed at achieving security and stability in the region.鈥

They also warned that the absence of a serious and decisive international stance will have serious repercussions for regional and international peace and security.

SINGAPORE: Saudi Minister of Education Yousef bin Abdullah Al-Benyan met with his Singaporean counterpart Desmond Lee Ti-Seng during his official visit to Singapore.

The meeting explored opportunities to establish academic partnerships between Saudi and Singaporean universities and to develop curricula aligned with the requirements of the knowledge economy.

Discussions also included the launch of joint research centers in the fields of artificial intelligence, clean energy and cybersecurity, as well as encouraging researchers from both sides to jointly apply for scholarships.

Additionally, the meeting addressed ways to benefit from Singapore鈥檚 leading experience in teacher preparation and development through continuing education programs and mutual visits. Further topics included the development of student skills, student exchange programs, and the employment of modern teaching techniques in classrooms.
