Saudi 2034 World Cup goals include jobs boost and GDP growth
  • 海角直播 is the only country to submit a bid to host the football tournament

JEDDAH: 海角直播鈥檚 hosting of the 2034 FIFA World Cup will not only showcase the Kingdom鈥檚 cultural and administrative capabilities but also serve as a catalyst for significant job creation and infrastructure development, according to experts.

海角直播 is the only country to submit a bid to host the football tournament, and the decision will be rubber stamped by FIFA on Dec. 11.

It will be the second time the global event has been held in the Middle East, with Qatar staging the competition in 2022.

Experts told Arab News that 海角直播 could expect a GDP boost of between $9 billion and $14 billion, the creation of 1.5 million new jobs, and the construction of 230,000 hotel rooms developed across five host cities to accommodate visiting fans and dignitaries.

Yaseen Ghulam, an associate professor of economics and director of research at the Riyadh-based Al-Yamamah University, emphasized that the World Cup will provide a unique platform to attract foreign direct investment, diversify income sources, and boost tourism, aligning seamlessly with 海角直播鈥檚 Vision 2030 objectives.

However, he asserted that the associated costs and logistical challenges must be managed strategically to maximize long-term benefits for the nation.

鈥淭he event will help the Kingdom to not only get noticed for its administrative capabilities and cultural depth but, more importantly, will help it to showcase the investment opportunities that currently exist in 海角直播,鈥 he told Arab News.

Ghulam pointed out that the event demands a significant commitment to quickly building state-of-the-art facilities, including stadiums, hotels, and roads, as well as training facilities, transportation networks, and tourist attractions.聽

Ghulam noted that Brazil鈥檚 World Cup cost $18 billion, while Russia spent $13 billion, with half allocated to infrastructure, including 12 stadiums, as well as hospitals, airports, train stations, motorways, and hotels.

He said that while Qatar invested $200 billion to $300 billion over a decade ahead of its 2022 hosting, the amount spent on stadiums was no more that $7 billion, with the rest on infrastructure developments.聽

Ghulam explained that hosting the World Cup offers both direct and indirect benefits, with economists estimating short-term gains from visitor spending and broadcasting rights to be about 1 percent of global GDP.

For Qatar, he said, visitor expenditure on tourism and revenue from event-related programming is believed to have been between $2.3 billion and $4.1 billion.聽

鈥淐onsidering the gross value added, this amounts to $1.6 billion to $2.4 billion, which represents 0.7 percent to 1 percent of Qatar鈥檚 GDP in 2022,鈥 Ghulam said, adding that South Korea also experienced the same numbers in 2002.

The associate professor believes 海角直播 could expect to see a GDP boost of $9 billion to $14 billion, based on previous events, the Kingdom鈥檚 geographical location, and 海角直播鈥檚 growing tourism infrastructure.

鈥淨atar attracted around a million spectators, and 海角直播 could double this number due to the religious tourism potential of Muslim spectators alongside the geographic diversity of the country,鈥 he said.

Ghulam stressed the importance of affordability when it comes to accommodation for traveling fans, noting that Qatar鈥檚 hotels saw only 59 percent occupancy during the 2022 World Cup due to high prices, with many spectators opting to stay in neighboring countries and use shuttle services.

The economics professor noted that indirect benefits could arise before and after the tournament through higher foreign direct investment and increased tourism from improved experiences during the event. He also mentioned emerging evidence of increased FDI following World Cup hosting.

鈥淔or most of the countries that have hosted the same event, the impact started immediately after the announcement. One recent study estimates the magnitude of such an impact, concluding that an average increase in inward foreign direct investment of $4.33 billion is linked to hosting the FIFA World Cup,鈥 he said.

Ghulam added that FDI has increased by a greater amount in well-governed countries, indicating that governance quality is a significant moderating element.聽

鈥淭he evidence shows that Qatar managed to increase the contribution of non-hydrocarbon income by 40 percent during the decade of preparation for the World Cup by investing in infrastructure and other diversification related activities alongside attracting FDI,鈥 he said.

He noted that the multiplier effect of these investments has boosted other income sources, emphasizing that 海角直播鈥檚 current non-hydrocarbon income of $453 billion could significantly rise over the next decade in preparation for the event.

Ghulam highlighted that the event would significantly influence 海角直播鈥檚 infrastructure development, with stadiums and fan zones benefiting local communities and contributing to the non-hydrocarbon GDP share in line with Vision 2030.聽

He emphasized the importance of maintaining and utilizing these stadiums for long-term gains, noting that maintenance costs could be significant.

Highlighting the long-term economic impact of the World Cup on local businesses and tourism, he noted that 海角直播 topped the UN鈥檚 list for significant foreign tourism growth in 2023.聽

When it comes to job creation, the academic cited a report from Knight Frank which estimated the 2022 World Cup contributed to the creation of almost 850,000 additional jobs in Qatar鈥檚 residential sector between 2010 and 2022.

鈥淪ince the event in 海角直播 is expected to be prestigious and in fact better than previous events, one could extrapolate to more than 1.5 million new jobs, equating to 10 percent of the currently employed workforce,鈥 Ghulam said.

Infrastructure boost

Waleed Al-Thabi, founder and CEO of Aljdwa, a leading Saudi firm specializing in project feasibility studies and development, told Arab News that hosting the 2034 FIFA World Cup is key to 海角直播鈥檚 Vision 2030 initiative aimed at achieving significant economic growth.

Discussing how the preparation for the event would impact the Kingdom鈥檚 infrastructure development, he said that hosting the World Cup will establish a legacy of stadiums and sports facilities for future generations.

He added that over 130 training facilities will support players, teams, referees, and administrative staff participating in this event.

鈥淢oreover, 海角直播 has developed logistics services, expanding the rail network, such as the Riyadh Metro project, which serves as the backbone of public transport in the capital. Initially designed to accommodate 1.2 million passengers daily, the network is projected to reach nearly 3.6 million passengers in its final phase,鈥 Al-Thabi said.

The CEO noted that several regional and international airports are being developed, including King Salman International Airport in Riyadh, which will cover approximately 57 sq. km and rank among the largest airports globally, adding that the new Abha International Airport is also expected to serve around 10 million passengers annually by the end of 2027.

He highlighted that these advancements will enhance travel experiences for fans, improve transportation efficiency, and ensure maximum comfort and accessibility during the tournament.

The CEO expected that event will attract millions of tourists from around the world, leading to a significant increase in demand for hospitality facilities.

鈥淎pproximately 230,000 hotel rooms will be developed across the host cities. To maximize the Kingdom鈥檚 geographical advantages and diverse areas, the hosting plan will extend to ten supporting cities that will accommodate some of the participating teams鈥 training camps before and during the tournament,鈥 he said.

With anticipated growth in tourism and commercial activity, Al-Thabi stressed the need for efficient Saudi companies in these sectors to capture a significant share of the cash flow generated during the event.

鈥淪uch cash flows contribute to reducing unemployment rates and stimulate the flow of funds within the economy, directly impacting the Kingdom鈥檚 GDP,鈥 he said.

Al-Thabi added that jobs will primarily be in event management, security, hospitality, and transportation, as well as facility service and operations coordination, allowing employees to benefit from longer hours and higher incomes, thus enhancing living standards.聽

鈥淎dditionally, the construction sector will expand, creating jobs for engineers, architects, and construction workers, further advancing the Kingdom鈥檚 economic development,鈥

FDI rise

Abdullah Al-Maghlouth, a member of the Saudi Economic Association, stated that the Kingdom鈥檚 hosting of the 2034 World Cup will showcase an exceptional and unprecedented version of the tournament, harnessing Saudi strengths to delight football fans globally.

He pointed out that all the stadiums are designed to meet the Kingdom鈥檚 long-term infrastructure needs, noting that 海角直播 is also developing railway plans to connect with Gulf nations, enhancing the movement of fans and teams.

鈥淲hile the opening and final matches of the 2034 World Cup will be held in the capital, Riyadh, the maximum distance a fan will need to travel within the Kingdom is two hours,鈥 Al-Maghlouth said.

The Saudi economist further noted that the event will play a pivotal role in attracting foreign direct investment, as hosting plans include the construction of 11 new world-class stadiums and the development of 15 existing ones.

鈥淭hese projects are expected to draw substantial foreign investment in construction and related services, such as transportation, accommodation, entertainment, and technology. This increased economic activity is anticipated to encourage more foreign companies to enter the Saudi market, thereby enhancing the volume of foreign direct investment,鈥 he said.

Beyond the direct economic benefits, he continued, hosting the event represents an opportunity to develop infrastructure in the host cities.

鈥淭hese cities will witness significant developments, including improvements to public transportation, roads, and public facilities. These enhancements will elevate the quality of life for residents and leave a sustainable legacy after the tournament concludes, strengthening the long-term competitiveness of these cities.鈥 Al-Maghlouth said.

Furthermore, the event will enhance innovation and entrepreneurship, driving entrepreneurs to devise rapid solutions to challenges faced by organizers, he added.

RIYADH: Robust tourism growth is set to expand the hospitality market in the Middle East and North Africa from $310 billion in 2025 to more than $487 billion by 2032, a new report showed.

Released by the Future Hospitality Summit ahead of its gathering in Dubai from Oct. 27 to 29, the report cites data from the World Travel and Tourism Council and notes that the travel and tourism sector is expected to contribute $367 billion to the Middle East economy this year while supporting 7.7 million jobs.

Quoting industry experts, it adds that unprecedented expansion in hospitality, tourism, and infrastructure is reinforcing the region鈥檚 position as a global magnet for investment.

Developing a robust tourism sector is crucial for oil-rich Middle Eastern countries as they pursue economic diversification and reduce reliance on crude revenues. 海角直播 aims to attract 150 million tourists annually by 2030, while Egypt targets 30 million international visitors by 2028.

Amr El-Nady, head of hotels and hospitality Middle East and Africa and managing director, global hotel desk at JLL, said: 鈥淏oth nations are seeking to significantly increase tourism鈥檚 contribution to their gross domestic product, with 海角直播 targeting 10 percent and Egypt 15 percent.鈥

He added: 鈥淭his strategic focus is driving substantial hospitality investment, with mega-projects like NEOM, the Red Sea Project, and AlUla in KSA, alongside Egypt鈥檚 New Administrative Capital, Ras Al Hekma, South Med and Red Sea developments.鈥

According to the report, international visitor spending in the Middle East is expected to reach nearly $194 billion this year, up nearly a quarter from 2019 pre-pandemic levels, while domestic spending is forecast to hit $113 billion.

海角直播 leads growth

As of the second quarter of 2025, the hotel construction pipeline in the Middle East reached an all-time high of 650 projects, totaling 161,574 rooms.

At the end of June, 337 projects with almost 86,500 rooms were under construction, and 147 projects are due to start by the second quarter of next year.

海角直播 tops the Middle East hotel construction chart, with more than 92,000 rooms across 342 projects, followed by Egypt with 127 projects and over 28,000 rooms.

The UAE has 100 projects with 25,470 rooms, Oman 27 projects with 4,709 keys, and Qatar 16 projects with nearly 3,500 rooms.

El-Nady said the surge in development is creating opportunities for both major international hotel operators and boutique brands to diversify their portfolios with concepts ranging from ultra-luxury desert resorts to culturally immersive heritage properties.

鈥淭he diversification strategy allows operators to cater to evolving traveler preferences while supporting the countries鈥 objectives of transforming their economies through sustainable tourism growth and positioning themselves as premier global destinations,鈥 added El-Nady.

Upcoming global events such as Expo 2030 and the FIFA World Cup 2034 in 海角直播 are already boosting strong demand for real estate, including hospitality projects.

From January 2026, foreigners will also be able to purchase real estate assets in designated zones 鈥 a landmark development expected to further deepen investor appetite in the Kingdom.

JLL added that liquidity in the hotel investment landscape in the Middle East remains remarkably robust, underpinned by resilient hotel trading performance and increasing tourist arrivals.

UAE maintains momentum

El-Nady noted that the UAE鈥檚 hospitality market continues to attract strong interest from regional and international investors seeking high-yielding, income-generating hotel assets and mixed-use developments.

鈥淟ast year, JLL forecasted $1.2 billion in Dubai hotel transactions, and current market activity indicates we are on track to exceed this milestone, further demonstrating sustained investor confidence,鈥 he said.

Citing data from Cavendish Maxwell, a real estate advisory group, the report added that Dubai鈥檚 hospitality market continues to outperform, with around 10,000 new rooms expected by 2027.

Vidhi Shah, director, head of commercial valuation at Cavendish Maxwell, said that the occupancy level in hotels in Dubai rose to 81 percent in the first half of this year, representing a 2.5 percent rise compared to the same period in the previous year, while average daily rents reached $159, up 4.7 percent.

鈥淲ith its hospitality sector continuing to lead the way in setting new benchmarks in safety, inclusivity and connectivity, Dubai remains a premium, global destination for leisure and business travelers, in turn opening up a plethora of new investment opportunities,鈥 said Shah.

The report added that Oman is also increasingly becoming a hot spot for hospitality investment, with tourism expected to contribute 5 percent to GDP by 2030 and 10 percent by 2040.

Oman鈥檚 hospitality industry is also expected to overtake transport and logistics to become the country鈥檚 second most important industry after hydrocarbons.

Data from Cavendish Maxwell revealed that Oman is set to boost hotel room inventory by 25 percent by 2030, with 9,600 new keys on the way in the next five years, and 2,600 by the end of 2025.

The report further said that hotel revenues in Oman rose more than 18 percent year on year to $367 million.

The strong performance also led to almost 5 percent growth in Oman鈥檚 hospitality employment, with 10,800 people now working in the industry.

鈥淭he Middle East鈥檚 continued growth in tourism and hospitality is being further boosted by various government campaigns and initiatives across the region to encourage investment, international visits and business set up,鈥 the report concluded.

In September, a report by GCC Statistical Center said that tourism across the Gulf Cooperation Council contributed $247.1 billion to the region鈥檚 economy in 2024, marking a nearly 32 percent increase compared with 2019.

The center further said that intra-GCC travel experienced a sharp rebound, rising 52 percent over the same period, with 19.3 million visitors traveling between member states.

In July, another report by the Saudi Central Bank revealed that international tourists spent SR49.37 billion ($13.16 billion) in 海角直播 during the first quarter of 2025, a 10 percent increase compared to the same period last year.

The bank added that this rise pushed the Kingdom鈥檚 travel account surplus to SR26.78 billion, up 11.7 percent year on year, underlining the sector鈥檚 growing contribution to the country鈥檚 non-oil economy.

AI-powered threats test 海角直播鈥檚 cyber defenses
  • Investments surge under Vision 2030 to counter growing digital risks聽

ALKHOBAR: As artificial intelligence reshapes industries, it is simultaneously rewriting the rules of cybersecurity, forcing 海角直播 to confront new layers of digital risk across its critical sectors.

The Kingdom now faces one of the most aggressive cyberthreat landscapes in the world. Regional data shows 海角直播 accounted for 63 percent of all cyber incidents in the Middle East in 2025, with phishing attacks alone surging 22.5 percent in the second quarter 鈥 much of it driven by AI-generated emails, deepfake voice scams, and automated phishing tools.

This shift marks a turning point for national security. While 海角直播 continues to invest billions in building a world-class cyber ecosystem, experts warn that attackers are evolving faster than defenses can keep pace.

海角直播鈥檚 digital defense ecosystem faces a new reality as AI-enabled phishing and deepfake attacks exploit data vulnerabilities faster than ever before.

A new era of AI-fueled attacks

Damian Wilk, general manager of Emerging Markets EMEA at Gigamon, said the rise of artificial intelligence has created a double-edged effect for security teams.

鈥淎s AI accelerates digital transformation across industries, it鈥檚 also inadvertently arming cybercriminals with more advanced tools,鈥 he said. 鈥淭his dual impact has made data visibility and quality a frontline defense, particularly in hybrid cloud environments.鈥

Wilk pointed to a recent Gigamon survey of global CISOs, in which 86 percent believe combining packet-level data with metadata is essential to improving their organization鈥檚 security posture. Metadata, he added, is emerging as a scalable way to extract insight from expanding data volumes without overwhelming security teams.

Cybersecurity specialists in the Kingdom are leveraging AI analytics to detect and counter sophisticated threats across hybrid cloud environments. (Supplied)

n the Middle East, the urgency is especially acute. With critical infrastructure and government networks now prime targets, Wilk said deep observability 鈥 the integration of network telemetry and logs 鈥 is no longer optional. It has become the backbone of proactive defense and operational resilience.

鈥淎s threats grow in speed and complexity, regional stakeholders must rethink their investment priorities,鈥 he added. 鈥淭he focus should move beyond reactive firewalls and endpoint tools toward data-driven architectures capable of anticipating and preventing attacks before they occur.鈥

海角直播鈥檚 cyber investments intensify

The Kingdom has steadily scaled its cyber capabilities. In 2023, 海角直播 invested SR13.3 billion ($3.55 billion) in cybersecurity, a year-on-year increase of 10.83 percent. Key institutions, including the Saudi Data and AI Authority and the National Cybersecurity Authority, are leading national programs that integrate AI into threat monitoring and workforce development.

These initiatives are part of the broader Vision 2030 agenda, which places digital resilience and AI readiness at the heart of economic diversification. Yet, despite growing awareness, the sophistication of attacks continues to outpace defenses.

The hidden risk inside connected devices

Osama Al-Zoubi, vice president for the Middle East and Africa at Phosphorus Cybersecurity, highlights one of the most overlooked weak points: the XIoT ecosystem 鈥 the extended network of IoT, OT, and IIoT devices embedded across industries.

鈥淏illions of unmanaged and often unpatched devices exist within enterprise and industrial environments,鈥 Al-Zoubi said. 鈥淭hese include everything from smart sensors and security cameras to operational technology that controls power grids or production systems. Each one represents a potential entry point for attackers.鈥

海角直播鈥檚 digital defense ecosystem faces a new reality as AI-enabled phishing and deepfake attacks exploit data vulnerabilities faster than ever before. (Supplied)

He warned that as 海角直播 modernizes infrastructure 鈥 from smart cities to energy systems鈥攖he number of connected endpoints is skyrocketing. Without a clear inventory and ongoing monitoring of these assets, organizations risk leaving their most critical systems exposed.

鈥淭o truly protect the Kingdom鈥檚 digital future, cybersecurity strategies must go beyond traditional IT networks,鈥 he said. 鈥淴IoT security has to become a national priority, because it鈥檚 the layer that quietly powers the modern economy yet remains the easiest to exploit.鈥

Proactive defense over passive response

Both experts agree on one central message: visibility is power. Observing data traffic through hybrid clouds and identifying vulnerabilities across connected devices are crucial to effective cybersecurity.

For 海角直播, this means moving from a reactive posture to proactive intelligence. Organizations are urged to adopt continuous monitoring, integrate AI-driven analytics, and align their data security frameworks with national directives from SDAIA and NCA.

Wilk emphasized that the future of cybersecurity lies in predictive visibility 鈥 turning network data into actionable intelligence.

DID YOU KNOW?

鈥 AI now enables deepfake voice calls and automated phishing, making traditional defenses less effective.

鈥 The Kingdom invested $3.55 billion in cybersecurity in 2023 鈥 a 10.8 percent annual increase.

鈥 86 percent of CISOs say combining packet-level data with metadata strengthens cyber defenses.

鈥淚t鈥檚 not just about detecting threats but about anticipating them. The more visibility you have into your environment, the faster you can adapt and mitigate risk.鈥

Al-Zoubi added that public-private collaboration will be key.

鈥淐ybersecurity is no longer an isolated technical function 鈥 it鈥檚 a shared responsibility between governments, regulators, and the private sector,鈥 he said. 鈥淎wareness, investment, and execution must move in sync if we are to stay ahead of AI-enabled adversaries.鈥

At the heart of 海角直播鈥檚 cybersecurity strategy lies visibility 鈥 real-time monitoring and deep observability that anticipate attacks before they strike. (Supplied)

A call to secure the unseen

As 海角直播 accelerates toward a data-driven economy, experts stress that awareness alone is not enough. The focus must shift to execution 鈥 closing visibility gaps, protecting overlooked devices, and embedding AI into every layer of cyber defense.

In a region where digital transformation is advancing at record speed, the consequences of inaction are no longer theoretical. The Kingdom鈥檚 growing reliance on AI, cloud services, and smart infrastructure makes cybersecurity both an economic and national security imperative.

鈥淎I has changed the rules of engagement,鈥 Wilk said. 鈥淚t鈥檚 redefining what it means to defend.鈥

Al-Zoubi agrees, issuing a stark warning:

鈥淥ctober is Cybersecurity Awareness Month, but for 海角直播, awareness must extend year-round. The devices we ignore today could be the ones that bring tomorrow鈥檚 systems down.鈥
